NATIONAL ACTIVE AND RETIRED FEDERAL EMPLOYEES ASSOCIATION
CENTRAL KENTUCKY CHAPTER #97 
 
CONSTITUTION
 
ARTICLE I.    NAME
This Chapter shall be known as Central Kentucky Chapter 97 of the National Active and Retired Federal Employees Association, headquartered in the city of Lexington, Commonwealth of Kentucky.
 
 
ARTICLE II.     OBJECTIVES
Section 1:        This Chapter is affiliated with and operates under the National Active and Retired Federal Employees Association and the Kentucky Federation of Chapters by paying assessments and complying with their respective policies.
Section 2:        The objectives of this Chapter shall be to facilitate the objectives of the National Active and Retired Federal Employees Association as set forth in the Association’s “Articles Governing the Corporation of the National Active and Retired Employees Association”.   It shall operate in unity with policies established by the Association’s National Conventions and National Executive Board, together with such other activities looking toward the preservation of American institutions and ideals as shall be espoused by the Association.
Section 3:        The Chapter shall not enter into activities, arrangements or agreements which conflict with programs or activities of the Association (National or Federation levels).
 
 
ARTICLE III.    MEMBERSHIP
Any person who is or shall be eligible to receive an annuity or survivor annuity from any of the civilian retirement programs of any agency of the government of the United States of America or the District of Columbia shall be eligible for membership in the Association and this Chapter, without regard to race, color, creed, national origin, disability, sex or age unless excluded by National Executive Board for reasons deemed by them to be detrimental to the Association.
 
ARTICLE IV.    DUES
 
Section 1.        The billing and collection of Chapter dues are a function of National Office. National Office shall collect these dues and remit them on a monthly basis to the Chapter.
 
Section 2.        To ensure proper collection of Chapter dues, the Chapter President shall submit to the National Office by January 1 annually, a NARFE Form F-7, Chapter Officers Roster, listing the amount of the Chapter dues.  
 
Section 3.        Any member whose dues are in arrears for three months or more shall, after notice by the National Secretary’s office, be dropped from the rolls, and all rights and privileges of membership in the Chapter and National Association shall cease. 
 
 
ARTICLE V.    CHAPTER OFFICERS
 
Section 1:        The elected officers of the Chapter shall be a President, a First Vice President, a Second Vice President, a Secretary, a Treasurer, a Membership Liaison, and such other officers as are deemed necessary to carry out the objectives of the Chapter. 
Section 2:        Officers shall be elected for a two-year term and will hold office until their successors are elected and installed. 
Section 3:        Officers shall assume duties following their installation.
 
ARTICLE VI.    CONVENTIONS and DELEGATES
Delegates to the Federation and National Conventions shall be elected by the membership of the Chapter after the dates and places of said conventions have been announced, and in accordance with the instructions given therein.
ARTICLE VII.    BYLAWS
 
The Chapter may adopt such bylaws as are deemed appropriate and necessary. They shall be consistent with the Chapter Constitution, the Association’s Articles of Incorporation and the National Bylaws. 
 
 
ARTICLE VIII.    AMENDMENTS
An amendment to this constitution shall be made by concurrence of two-thirds of the voting members present and voting at any regular business meeting, provided written notice of the proposed amendment has been transmitted to all Chapter voting members not less than forty-five (45) days before the meeting at which the vote is taken. Amendments shall then be approved at National Headquarters before becoming effective.
 
 
ARTICLE IX.    DISSOLUTION
Upon the decision of the Chapter membership to close the Chapter, the Federation District Vice-President (DVP) shall be contacted. An accounting of all funds shall be made and all Association money shall be returned to National Headquarters.
Section 1:        Funds earned by and bequeathed specifically to the Chapter (Sudie Karrick Fund and/or others) shall be accounted for and fractionally distributed to the Chapters to which memberships are moved.
Section 2:        The table top exhibit board and all other supplies and materials not belonging to the Association become the property of the District and/or the Kentucky Federation.
 
 
This Constitution, as above written, was presented to the Central Kentucky Chapter 97 membership at a regularly scheduled Chapter business meeting on                                  , where it was accepted and recommended for presentation to the National Secretary for approval.
