This is the informational website for Chapter 531, serving the Diablo Valley Area of Central Contra Costa County. If you have not already done so, Chapter 531 invites you to join the National Active and Retired Federal Employees, dedicated to protecting the earned pay, retirement and health benefits of federal employees, retirees and their survivors. You are encouraged to review the brief article on our Home page below that points out the benefits of membership, and click on the blue "Join NARFE" button in the right column to start the process to become a member.  If you are thinking of joining NARFE, you are welcome to attend any of our bi-monthly meetings to find out more about the benefits of membership.  You may also get in touch with any of our Chapter officers, for whom you can find telephone or email contact information under the About Us tab.

Chapter Announcements

Our next bi-monthly Chapter meeting will be held at Denny's Restaurant in Concord.  There will be a discussion of a significant proposed resolution to be considered and for which there will be a vote of delegates in April at the California State Federation of Chapters Conference in San Diego.  Chapter President Jim Hirahara and member Paul Andrews will be attending the Conference.

The guest speaker will be Courtney Diaz from the local office of the Social Security Administration.  She will make a presentation on the effect on Social Security Benefits for those who have or will be earning Federal reitrement beneifts, including the impacts of the Government Pension Offset, Windfall Elimination Provisions, and spousal benefits.

NARFE is undergoing a significant transformation that is very timely given the potential challenges to the hard earned benefits of active and retired Federal employees that we may be facing in the near future.  While informative Chapter meetings will continue at the local level, now is a good time to give some thought to getting involved by making your opinions and concerns known to your elected representatives and others in support of the advocacy efforts of NARFE at the national level.

NARFE has information and expert opinions on a wide variety of issues available on the NARFE National website at that can provide food for thought.  Also, if you scroll down on our website, try clicking on the links in the "Take Action and Make a Difference!" section of the Home page.  There you can see the vast array of issues for which NARFE is a respected advocate for preserving and protecting for active and retired Federal employees.  

We invite you to come to one of our Chapter meetings to discuss issues of specific concern to you and possibly come up with ideas for individual or Chapter actions that can be initiated.  

NARFE's Federal Benefits Institute offers free Webinars to its members on a variety of topics.  They are held at 11 p.m. Pacific Time.  Upcoming Webinars cover topics that should be of particular interest to retired employees or those active or employees who are looking forward to retirement in the near future.  They include:

Go to the NARFE website,, and link to the NARFE Federal Benefits Institute from the Home page  to register for free if you are a NARFE member. Non-members are allowed to register for the Webinar, but must pay a $39.95 fee that can be applied to a one-year membership as a NARFE member.  While you're linked with the Federal Benefits Institute, take a minute to look at past webinars that have been archived and are available free to NARFE members.  These archived webinars should be of interest to both active and retired federal employees.

Take an active role in protecting your hard earned benefits.  Click on the Protect America’s Heartbeat to send in your response to Congress on their actions that affect your financial well-being. Consider donating to NARFE's Political Action Committee (PAC). A donation will help ensure continued Congressional support protecting our earned rights and benefits.  Donations are also accepted at the Chapter 531 monthly meetings.

NES -- are you connected? 

Important messages affecting our earned rights and benefits are generated by the NARFE Email System (NES). To start receiving these email messages from National Headquarters, such as legislative Hotlines, press releases, retirement benefit news, and/or your local federation newsletters and information, browse to, and update your record (in the members section) by selecting the type of messages you would like to receive. National Dues are $40.00/year. Chapter 531 Dues are $8.00. Mail check for the full $48.00 to NARFE, Membership Services, 606 Washington St, Alexandria, Va. 22314-1914. Discounts for multi-year membership are available.  Better yet, you can sign up on-line at the NARFE Website, and if you enroll for Dues Withholding, you can save $6.00/year!
