Recent Meeting Minutes




November 7, 2018

The November 7, 2018 meeting was called to order by the Chapter President, Richard Karakantas at     1 PM at Steppy's, at the Facenda Whittaker Bowling Lanes, 2912 Swede Road, East Norriton, PA 19401.

Pledge of Allegiance: Rich opened the meeting by leading the group in the Pledge of Allegiance.

Introduction of Members and Guests: We had 33 members and guests present.

Program: Rich introduced our guest speaker, Sodia Santos, Director, Federal Employee Program, Independence Blue Cross and Blue Shield. Sodia gave an excellent presentation on Blue Cross and Blue Shield health plans for 2019. She primarily talked about their Standard Plan which works well with Medicare recipients. It allows retirees to Go Out Of Network for those with a major medical condition and works well for those needing medications. She also talked about their Basic Plan which is not recommended for retirees but good for those who need minimal health insurance and want low premium costs. She also discussed their Dental and Vision Plans. Sodia distributed brochures to each of us that showed summaries of each of their plans. For additional information and questions, you may call 1-800-411 BLUE (2583) or internet at We were very pleased to have Sodia this year to explain their new plans. There was great interest expressed by our chapter members.

Reading of the Minutes from the last meeting: Al Henryson: A reading of the minutes from the October meeting was waived since they are available on the Chapter website for review. The members present voted to accept and approve the October minutes as written.

Officer and Committee Reports:

Treasurer: Joan Shal gave the following report for October; The Total Receipts were $381.35. Total Disbursements were $0 and $250.00 for Obligation expenses. The Balance on Hand for Use is $6519.29.   The report was accepted and approved as submitted.

Legislation: Brian Finn and Rich Karakantas briefed on the recent election results. In the  US House all the candidates from Pennsylvania that received NARFE-PAC money were victorious. The winners were : Chrissy Houlahan in Chester County and the City of Reading, Brian Fitzpatrick in Bucks County, Susan Wild in the Lehigh Valley, Conor Lamb in suburban Pittsburgh, Brendan Boyle covering most of Philadelphia and Matt Cartwright from the Wilkes-Barre/Scranton area. Madeleine Dean representing Montgomery County also won but did not received NARFE-PAC money because her contest was not seen as competitive. In the US Senate race incumbent Bob Casey won his re-election bid.

Membership: Eileen Fitzgerald reported we have 169 Chapter members.

Sunshine: Stephanie Russell reported that Helen Scott was ill. We all signed a Get Well card to send to her and wish her a speedy recovery.     

Old Business:

Holiday Luncheon: Al Henryson reminded everyone that we will be having our Holiday Luncheon again this year at the Spring House Tavern, 1032 Bethlehem Pike, Spring House, PA. 19477. The cost is $20 per person, with the Chapter picking up the remaining cost of $8 per person. The “Ridings Menu” is the same as last year with a choice of Crab Cake, Filet Mignon, Broiled Salmon, or Stuffed Chicken, with ice cream for dessert. Your choice of entree is placed when seated. We have always been pleased with this location and their food and look forward to everyone attending – up to 50 people. The date is December 5th at 12 noon. See you all there !  

A vote was taken and all approved that the Chapter will pay for the attendance of Helen Debus, our senior member, and her nephew. .

NARFE National Election: Ken Thomas won the runoff election and will be the new president of NARFE.  

New Business:

Chapter Elections: Final nominations were made and the votes taken. The Chapter Officers for 2019 by unanimous approval are as follows:

Barbara Bossert – President

Eileen Fitzgerald - 1st Vice President

LaForrest “Duke” Russell - 2nd Vice President  

Art Issadore – Treasurer

Al Henryson - Secretary

These new officers will be sworn in at the Holiday Party in December. With the change in Treasurer a financial audit will be conducted..

An acknowledgment and heartfelt “thank you” was given to Rich Karakantas for his faithful and energetic leadership as our Chapter President for the last 4 ½ years. He will be devoting his NARFE time to being the Pennsylvania Federation .NARFE – PAC Officer.

LEGcon 2019:   Rich mentioned that the NARFE Legislative Conference for 2019 will be held in suburban Washington, DC ., March 10-13.   The conference will have many speakers and concludes with a trip to Capitol Hill to meet with our Congressional representatives. Adjourn: There being no further business; the meeting was adjourned at 2:15 PM.


Wednesday, December 5, 2018 is the Holiday Party at 12 noon at the Spring House Tavern. See above for more details. See you all there !

There will be NO MEETING in January due to our bad luck with weather at that time and that it is so closely following New Years Day.
