Submit Comments in Opposition to Required Non-Disclosure Agreements for Federal Employees
NARFE members are encouraged to submit comments in opposition to proposals that would require federal employees to sign broad non-disclosure agreements as a condition of employment or continued service.
Federal employees already have legal obligations to protect classified information, sensitive data, and privacy-protected records. Additional mandatory non-disclosure agreements may create uncertainty, discourage legitimate whistleblower activity, and undermine transparency and accountability within government agencies.
NARFE supports a professional, merit-based civil service that allows employees to:
- Report waste, fraud, and abuse without fear of retaliation.
- Exercise protected whistleblower rights.
- Communicate concerns through appropriate channels.
- Serve the public interest while safeguarding sensitive information.
When submitting comments, consider emphasizing:
✅ Existing laws already protect classified and sensitive information.
✅ Employees should not be required to waive or limit legally protected whistleblower rights.
✅ Transparency and accountability are essential to effective government.
✅ Policies should clearly distinguish between protecting sensitive information and restricting lawful disclosures.
✅ Federal employees must be able to report misconduct through authorized channels without fear of violating broad or vague agreements.
NARFE encourages members to remain informed and engaged on issues affecting the federal workforce and the integrity of public service.
