Grassroots Advocacy Month (Coming August 2020)

NARFE’s Grassroots Advocacy Month is an opportunity for NARFE members to continue their advocacy with members of Congress when they return to their districts and states for the month-long summer recess. Through various types of advocacy activities, NARFE members play an active role in protecting their earned pay and benefits, and work to advance NARFE’s legislative priorities.

This year’s campaign, however, is a special case. It’s happening amid the COVID-19 pandemic that has kept Americans under mandated stay-at-home orders for several months. Despite these challenges, NARFE’s Grassroots Advocacy Month will go on with the same energy and enthusiasm our community continues to show during these unprecedented times. NARFE’s Legislative Priorities for Grassroots Advocacy Month

This year, NARFE’s legislative priorities will focus on two issues: Reform of the Windfall Elimination Provision (WEP) and support for more accurate cost-of-living adjustments (COLAs) for seniors.

WEP Reform Legislation: The Equal Treatment of Public Servants Act, H.R. 3934/S. 3401, Public Servants Protection and Fairness Act, H.R. 4540

The Equal Treatment of Public Servants Act, H.R. 3934/S.3401 and the Public Servants Protection and Fairness Act, H.R. 4540, would both provide a rebate to current WEP-affected individuals and replace the current WEP formula with a new one that in the future equalizes benefits for certain individuals with noncovered employment. WEP Repeal Legislation: The Social Security Fairness Act, H.R. 141/S. 521

NARFE is also fighting Congress to vote on legislation to fully repeal the WEP and the Government Pension Offset (GPO). Under House rules, legislation garnering 290 or more cosponsors will receive a vote on the House floor. With nearly 250 cosponsors already, NARFE members should also be asking their representatives to cosponsor the Social Security Fairness Act. The Fair COLA for Seniors Act. H.R. 1553

NARFE supports the Fair COLA for Seniors Act. This important legislation would change cost-of-living adjustments for federal retirees by measuring seniors’ spending habits using the Consumer Price Index for the Elderly, (CPI-E). The CPI-E would better account for the inflation of goods and services like medicine, health care, housing and other essential living expenses seniors most often purchase. Information About Your State - State-Specific Fact Sheets

Legislators and their staff typically report they do not have enough information about how legislative proposals would impact constituents. These fact sheets provide staff quantitative data on how many constituents would be impacted by certain proposals. We encourage you to distribute these at meetings and other events to leave a lasting impression during in-person meetings. Following up with these materials after digital meetings will especially be helpful, considering the limitations of virtual meetings..

The 2020 election is in full swing, and NARFE has designed the NARFE GOTV 2020 Resource Center to pull together nonpartisan, state-specific voter registration resources all in one place so that voters are ready to cast their votes on Election Day.
