Urgent: Last Chance to Tell Congress to Block Schedule F Executive Order and Prevent Federal Pay Freeze

The president signed a short continuing resolution into law, pushing the deadline for a fiscal year 2021 (FY21) spending package to December 18. Congress now has little time to negotiate and approve a deal, facing the prospect of a government shutdown if a solution is not agreed upon. At the same time, another crucial matter requires legislators’ attention. Full implementation of the dangerous Schedule F executive order (EO), which politicizes the federal workforce and the delivery of services that the American people rely on, remains a threat without action from Congress.

It is critical that NARFE members urge Congress to block the EO in year-end spending legislation. In addition, members should contact their lawmakers and ask them to reject efforts to freeze federal pay and instead recognize the hard work and dedication of federal workers by approving a modest federal pay raise for 2021. Federal employees continue to make outstanding contributions to public service amidst the COVID-19 pandemic, and their commitment to the American people deserves to be recognized.

President Signs New Continuing Resolution Into Law

On December 11, with just hours to spare before a government shutdown, President Donald J. Trump signed a bipartisan continuing resolution (CR) into law to keep the federal government funded at fiscal year 2020 (FY20) levels through December 18. This CR, the second of the year, gives Congress extra time to negotiate spending bills for FY21. However, without a spending package or another CR before the 18th, the government will shut down.

In comments from the House floor on December 9, House Majority Leader Steny Hoyer, D-MD, said, “the CR is a recognition of failure.” Hoyer went on to assure he would have House appropriations bills for FY22 passed by June 30, 2021. He plans to come to an agreement with the Senate within 90 days. It has not been uncommon for Congress to push back the deadline to approve spending bills for the upcoming fiscal year; CRs, unfortunately, seem to be business as usual for the first several months of each fiscal year.
