The Trump administration has proposed a federal rule that would effectively require federal employees to sign nondisclosure agreements that would limit their First Amendment right to free speech. The Office of Personnel Management submitted a draft notice of the rule to the Federal Register on Tuesday. A period of public comment is now open before the rule is formally adopted by the government.
