In its memo, OPM told agencies they don\u2019t have to use \u201cprogressive discipline\u201d and shouldn\u2019t substitute a suspension when a full removal of an employee from their job \u201cwould be appropriate.\u201d<\/p>\n<p>How does this affect NARFE?
