In the order, Trump reinstated a new excepted service schedule, Schedule F (or Schedule Policy\/Career), and began the process of reclassifying a significant number of employees into this new excepted service category, removing the protection of merit-based civil service rules that require hiring and firing based on merit, rather than political affiliation or otherwise.
