Resolutions and amendments may be initiated by any affiliated member or chapter of the Federation. An <strong>affiliated member<\/strong> is one who is a member of a chapter in good standing or a National-only Member who has paid a \u201cper capita\u201d dues assessment of $2.00 at the convention. The submitter, or a representative designated by the submitter, <strong>must also be present at the convention<\/strong> to present the need and rationale for the bylaw amendment.
