Shackelford Elected NARFE National President

Alexandria, Va. – William “Bill” Shackelford of Centreville, VA, has been elected the National President of NARFE, the National Active and Retired Federal Employees Association. His two-year term begins January 1, 2023. In this role, he is responsible for providing general oversight of and strategic direction to the association.

“I am so grateful to the many members of NARFE who have placed their trust in me, and I look forward to serving the dedicated public servants who stand with this organization and its mission,” Shackelford  said.

“We must remain guided by NARFE’s mission and continue to defend the earned pay and benefits of federal employees, retirees and annuitants, which is done through our grassroots advocacy efforts. As NARFE adapts and evolves in line with our strategic plan, I look forward to working with chapter and national-only members alike, and together, we will make NARFE viable and stronger,” he said.

Before running for national president, Shackelford was regional vice president for Region X, which includes Virginia, West Virginia, Kentucky, Tennessee and North Carolina. He has served as president and first and second vice president of the Virginia Federation and as the service officer, newsletter editor, vice president and president of Fairfax Chapter 0737.

Shackelford retired in 2006 from the Federal Bureau of Investigation (FBI) after 34 years of service. He holds a Bachelor of Science degree in judicial administration from American University and an associate degree in law enforcement science from Northern Virginia Community College.

Also elected to the NARFE National Executive Board for 2023-24:

  • Kathryn Hensley was re-elected as NARFE National Secretary/Treasurer. She was unopposed in seeking a third term. Hensley’s federal career spanned 27 years, with service in the Department of Defense (DOD) and National Oceanic and Atmospheric Administration (NOAA). Following her federal career, she worked for eight years for the state of South Carolina.
  • Larry Walton, regional vice president of Region II, representing Delaware, the District of Columbia, Maryland, Pennsylvania and New Jersey.
  • Huelyn “Lynn” Harper, regional vice president of Region III, representing Alabama, Florida, Georgia, Mississippi, South Carolina, Puerto Rico and the Virgin Islands.
  • Bob Helfrich, regional vice president of Region IV, representing Illinois, Indiana, Michigan, Ohio and Wisconsin (ran unopposed).
  • Cindy Reneé Blythe, regional vice president of Region V, representing Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota and South Dakota (ran unopposed).
  • Marshall Richards, regional vice president of Region VI, representing Arkansas, Louisiana, Oklahoma, Texas and the Republic of Panama (ran unopposed).
  • Sharon Reese, regional vice president of Region VII, representing Arizona, Colorado, New Mexico, Utah and Wyoming.
  • Steven R. Roy, regional vice president of Region IX, representing Alaska, Idaho, Montana, Oregon and Washington (ran unopposed).
  • Robert Allen, regional vice president of Region X, representing Kentucky, North Carolina, Tennessee, Virginia and West Virginia.
