Legislative Officer and CDL Manual

Congressional District Leaders (CDLs) and Senatorial Leaders (SLs) are federation positions (whether elected or appointed) who serve as liaisons between a member of Congress’ office and the NARFE chapters within that congressional district or federation for Senators. CDLs serve as the primary NARFE point of contact for congressional offices on the ground, and help facilitate meetings and provide trainings to the chapters in their district. CDLs are not meant to replace the chapter legislative officer, but rather to streamline and professionalize our grassroots activities.
