Stop the unrelenting attacks on federal workers and retirees

On March 20th, Paul Ryan, R-WI, Chairman of the House Budget Committee, released his budget plan, proposing to extend the federal employee pay freeze through 2015, cut federal worker paychecks, and shave 1-in-10 federal jobs. Then, on May 10th, the House voted for a measure that essentially imposes a 5 percent payroll tax on federal employees and the federal workforce has already sacrificed $75 billion in the ongoing budget process. No other group of Americans has been asked to sacrifice in this way.

Now is the time to speak out – We can't stand for any more attacks on federal employees and retirees. We need your help to make sure Washington looks for shared sacrifice in any further proposed cuts.

As a constituent, federal employee/retiree and member of the National Active and Retired Federal Employees Association (NARFE), I am writing to ask for your assistance in stopping the ongoing attacks on federal employees and retirees. Since the start of the 112th Congress, federal employees and retirees have been repeatedly singled out for sacrifice as a means to achieve deficit reduction and pay for other congressional priorities. From the last two budget reconciliations, to the highway reauthorization, to avoiding sequestration, no other group has been targeted the way federal employees and retirees have.

Federal employees are currently in the middle of a two-year pay freeze supported by both the President and Congress, an action that is saving taxpayers $60 billion. Additionally, new federal employees were tapped to pay for the payroll-tax holiday extension with an increase in their retirement contributions.

Several bills moving through Congress have called for: increasing retirement contributions, changing the way federal retirement is calculated and extending the pay freeze for up to three additional years, among other proposals. For example, the Sequester Replacement Act, which passed the House in May, called for $83 billion in cuts to federal employee pay. Although federal employees make up less than 2 percent of our nation's workforce, more than 30 percent of the bill's estimated $261 billion in savings come from them. No other group of Americans has been asked to sacrifice in this way.

I respectfully ask that you work to stop the disproportionate focus on federal employees and retirees. Singling out federal employees for disparate treatment threatens to do permanent harm to a federal civil service critical to meeting the complex and important tasks of government. At a time when more is being asked of our government, the American public deserves an engaged and efficient workforce, not one that members of Congress characterize as the source of our country's budget problems.
