We’ll be holding our next meeting during the Thanksgiving season, a time when we reflect on what is good in our lives and give thanks. This thanks certainly includes being grateful for friends and families. I am fortunate and thankful to have you as friends, and I hope that Thanksgiving Day is good for all of you and your families.

MINI-MINUTES October 28, 2009 by Henry Bertrand, Secretary
Meeting began at 12 Noon, Benedict’s Restaurant, President Mike Bannon presiding. 19 members, 4 paying guests, 2 non-paying guests attending. After the blessing and pledge of allegiance, Bannon welcomed all and asked for guests or new members to introduce themselves. Jay Hawkins introduced himself as a new member. Joe Landry introduced guests Vern Landry, President of Chapter 41, and Vern’s wife Helen Landry, Region VI Alzheimer Coordinator.
Bannon reminded all to get their Referendum votes to Henry Bertrand by November 15th.
On a motion by Bobby Kullman, second by Rose Band, and voice vote, reading of the September minutes was dispensed with.
In the absence of Treasurer Al Ramirez, Rose Band read the Treasurer’s Report: opening combined balance was $4733.95; closing combined balance was $4707.88. This was accepted on a motion by Debby Chaudoir, second by Sharon Pitre, voice vote. (Full Treasurer’s Report is an Attachment in the full minutes.)
1st VP Rose Band reported that Gloria Cruice may have to reduce the new badges for our members to business card size. Approval has been given to Gloria.
Federation President Joe Landry discussed a Federation meeting of October 5th. With no quorum present at that meeting, business will be handled via telephonic conference and then a report issued.
Yvonne Decker reminded all of the date change for the November meeting. Due to Thanksgiving that meeting will occur on November 18th.
There was no 50/50 drawing at today’s meeting due to the Alzheimer Auction. This Auction was conducted by President Bannon with assistance from Alzheimer Chairperson Rose Band. (Unofficial returns tabulated by this Secretary amounted to approximately $340.75.)
Adjournment came at 1:37 PM on a motion by Joe Tanet, second by Debby Chaudoir, and voice vote.

MINUTES OF MEETING OCTOBER 13, 2009
President Ruth Jones called the meeting to order at 11:30 a.m. We had 12 members and two guests present. The guests were: Jackie Simonds and Dan Mathews. Una Couvillion led the invocation and Dan Mele led the pledge of allegiance. Ruth announced that this was the first time we did not have a guest speaker since she has been president. We broke for lunch.
The 50/50 pot was won by Barbara Dickens and she donated the $16.50 back to the chapter.
Donald Woodard’s name was drawn from the basket to receive $10.00 if present. He was not present so the amount next meeting will be $15.00. You have to be present to win. It was moved by Tony, seconded by Camille that the August minutes be accepted as printed in the newsletter. The motion carried.
Tony reported that there is $896.97 in the treasury. The report was accepted as read and a copy is attached to these minutes.
Ruth made several announcements. Today is the last day for ballots concerning $40.00 dues. There will be no convention in 2010. Instead, there will be seminars held in each district and our district seminar will be held April 29th in Baton Rouge. It will be a one day meeting. Ruth reported on the regional seminar attended by she and Janis in Tyler, Texas in September. There were 9 delegates from Louisiana.
Ruth asks our members to keep up with their volunteer hours and give them to her for reporting to National.
Toys for Tots will be collected at our December meeting. As before, we are to bring an unwrapped toy to be donated to the program.
All officers presently serving agreed to serve another year.
There being no further business, the meeting adjourned at 12:45 p.m.

THE REGULAR MONTHLY MEETING OF SLIDELL CHAPTER 1396 WAS HELD ON FRIDAY, OCTOBER 9, 2009, AT 12:00 P.M. AT THE AMERICAN LEGION HALL. THERE WERE 29 IN ATTENDANCE.
THE MEETING WAS CALLED TO ORDER BY PRESIDENT RICHARD ENCALADE.
MR. AUDIE MITCHELL LED THE INVOCATION. RICK THEN LED US IN THE PLEDGE OF ALLEGIANCE.
PRESIDENT ENCALADE INTRODUCED NEW MEMBER, FRANCES SMITH, WHO JOINED US TODAY FOR THE ANNUAL CHAPTER PICNIC.
INEZ HUNT ANNOUNCED THE PASSING OF MEMBER MS. IONE PAUL WHO PASSED AWAY ON OCTOBER 6, 2009. INEZ SENT A SYMPATHY CARD TO THE FAMILY.
READING OF THE MINUTES FROM LAST MONTH’S MEETING AND THE TREASURER’S REPORT WAS DISPENSED AND THE PICNIC COMMENCED. EVERYONE ENJOYED THE POTLUCK DISHES AND DESSERTS BROUGHT BY THE MEMBERS. FOLLOWING LUNCH A WHITE ELEPHANT AUCTION WAS HELD TO RAISE MONEY FOR ALZHEIMER’S. THE NAMES OF THE RAFFLE WINNERS WERE PULLED: THE $200 WAS WON BY JOHN STOKES AND THE $100 WAS WON BY JUDSON KINTER. ANNA WILL TALLY THE TOTAL AMOUNT RAISED AND REPORT IT AT NEXT MONTH’S MEETING.
THE DAY WAS THOROUGHLY ENJOYED BY ALL.

President Message:
Leon’s Logic: Everyone who receives Social Security is protected from a rate hike in Medicare Part “B” in years where the Cost Of Living Adjustment (COLA) is zero. However, between 25- 28% of retires are not eligible for Social Security and will possibly have to pay the increase in premiums for Part “B” of Medicare without an increase is COLA. The increase will be much higher to cover the cost of those who do not have an increase for Medicare Part “B”.
You see those of us who receive Social Security fall under the “held harmless” provision of the Social Security Act. This provision does not apply to those individuals who are not eligible for Social Security. Therefore, they are not protected by the “held harmless” provision of the Social Security Act.
The leaders of National Active and Retired Federal Employees Association (NARFE) have been working with both Democrats and Republicans getting them to come together and pass House bill H.R. 3631, the “Medicare Premium Fairness Act”. This bill protects those who do not receive Social Security from having to pay a rate hike in Medicare Part “B”.
NARFE leaders continue to work on the Senate. The Senate has not taken up this HR 3631 or a Senate version of the bill. The bill must be passed and signed by the President before January 1, 2010; to protect the 25-28% of retires not eligible for protection of the “held harmless” provisions under the Social Security Act.
What is keeping the Senate from taking action on this matter? The week of September 21-25 the Senate Committee on Finance was making-up Chairman Max Baucus, D-MT, health care reform legislation. There are 500 amendments, two of which would affect the Federal Employees Health Benefits Program (FEHBP). An amendment by Charles Grassley, R-IA, a Ranking Committee member, proposes that federal workers and members of Congress be required to join state-based health exchanges to purchase health insurance instead of FEHBP. The amendment approved by the Committee was changed to make enrollment in the exchanges optional for federal employees and legislators.
The second amendment offered by Senator Ron Wyden, D-OR, would open FEHBP to certain low-income non-federal civilians. While not opposed to all Americans having access to comprehensive health care, NARFE insist that any proposal to open the FEHBP to the public must include a separate risk pool, which the Wyden amendment does not contain. For that reason NARFE opposed the amendment. Risk pools are used to calculate health plan premiums based on the cost of providing coverage to enrollees. Without, the opportunity to study non-federal enrollees in a separate FEHBP risk pool, the introduction of any new community into the FEHBP could result in unanticipated premium increases.

Secretary Notes: At the September meeting we had 14 members and 2 guests in attendance. Fourteen stayed to have a good time playing bunco.
Betty Albert and Sarita Schubert won 1st place ($10 each), and Bernice Cherry and Bertha Bene won 2nd place ($5 each). Doug O’Leal won the most buncos (2) and received $3. The 50/50 winner was Hilda Jung.
A hand made door prize was donated by Lester Orgeron and won by Morris Lapeyrouse.
Refreshments were donated by Sarita Schubert.
Alzheimer’s donations were $16.
At the October meeting we had 18 members and 2 guests in attendance.
Sgt. Boudreaux, of the Jefferson Parish Sheriff’s Department spoke on the new LA driving laws.
Hue Kim Truong, a caseworker from Congressman Cao’s office, was our second guest speaker. She spoke about what her office does and offered her help to us in any way possible.
Leon spoke about Medicare Part B and Social Security and how those not eligible for Social Security could be affected in a no COLA year.
Door prizes were donated by Sarita Schubert and Leon Scoriels. Refreshments were donated by Martha Benoit and Mary Baltovich. Bernice Cherry donated satsumas for everyone to bring home.
Leon suggested moving our meetings from the third Thursday to the second Wednesday of the month and having a night meeting during day light savings time so members who are still working could make a meeting. Members rejected both suggestions.
Leon told us about a chapter who has a $100 drawing each month at their meeting. Every members name is put in a container and the winner must be present to win. The members voted to start this beginning in January.
We will have a Parade of Prizes at the December meeting. The prizes must cost a minimum of $10.
If possible please bring these donations to the November meeting wrapped in Christmas wrap.

Legislative; On October 15th, 2009 the Labor Department’s Bureau of Labor Statistics (BLS) confirmed what has been reported on this Hotline and NARFE magazine there will be NO Cost of Living Adjustment (COLA) in the three federally administered retirement programs – Social Security, military retirement and federal civil service. This is the first time that has happened since automatic COLAs began in 1975.
The final agreement would allow federal agencies to re-employ federal retirees on a limited, part-time basis without offset of annuity; permit Federal Employees Retirement System (FERS) workers to initially credit half, and later all, of their unused sick leave toward retirement; and provide for retirement equity for Federal employees in Hawaii, Alaska and the U.S. Territories. The Conference Agreement is expected to pass the House and Senate.

Our next meeting and Alzheimer’s auction will be here soon. This is a good opportunity to bring a work associate who has not yet joined NARFE to enjoy some of the great food at Benedicts, sit in on one of our business meetings and enjoy the fellowship and bidding for items for the benefit of the Alzheimer’s Fund. Please make plans to be there and bring a friend.
As a reminder, if you have not yet voted on the dues referendum (included in last month’s newsletter) please do so and send to our Secretary, Henry Bertrand at the address shown on the referendum voting form. Otherwise, you can bring your documented vote to Henry at our upcoming meeting.

MINI-MINUTES September 30, 2009 By Henry Bertrand, Secretary
Meeting began at 12:01 PM, Benedict’s Restaurant, President Mike Bannon presiding. 24 members, 7 paying guests, 1 non-paying guest (speaker) attending. After the blessing and pledge of allegiance, Bannon welcomed all and asked for guests or new members to introduce themselves. Jay Hawkins and Dottie Fallo were introduced.
2nd VP Mack Truslow introduced speaker Ms. Ashley Biggs, Reference Librarian with the St. Tammany Parish Library in Covington. She told of the reference resources of the library, data bases, family history and genealogy information, medical refs, internet access, computer training, and more.
Ed Brannan and Al Ramirez spoke on the implications of the NARFE Referendum and encouraged all to submit their votes to Chapter Secretary Henry Bertrand.
After lunch, the 50/50 Drawing was won by Hilda Najt who received $16, with the other $16 going to the Chapter Treasury.
Rose Band made a motion that we dispense with reading the August minutes, second by Mary Miller, passed by voice vote.
Treasurer Al Ramirez reported on the completed and audited Covington Convention finances. Total income was $10,273; total disbursements $9058.62. Thanks were extended to Mr. Jay Hawkins for doing the audit and Ed Brannan for negotiations with the hotel. The regular monthly report followed showing an opening combined balance of $3475.75, closing combined balance of $4733.95 (including the Convention profit). This was accepted on a motion by Rose Band, second by Joe Landry, voice vote. (Full Treasurer’s Report is an Attachment in the full minutes.)
1st VP Rose Band stated that new ID badges are needed since the Chapter now carries the “Picou” name. Yvonne Decker made a motion that Band be allowed to pursue this and spend a reasonable amount to acquire these badges, second by Ed Brannan, carried by voice vote. Band also reminded of the October Alzheimer Auction and thanked Joe Landry for aluminum can sales of $8 for the Alzheimer Fund. (Bring your aluminum cans to Landry at our meetings. HGB)
Federation President Joe Landry told us of a recent Federation Presidents’ meeting in Tyler, Texas attended by 28. He briefly discussed the NARFE Referendum and said that he and President Mike Bannon will attend a Federation meeting on October 5th.
Legislative Chair Ed Brannan made comments on the current Health Care debate in Congress and urged all to contact their Senators by email or otherwise and request that they protect Federal employee and retiree benefits.

Directions: Take College Drive (name changes at Perkins) to Lee. Continue on Lee to Hyacinth which is the first red light after crossing Perkins. Turn RIGHT on Hyacinth and LEFT on Stevens. There will be a large white NARFE poster on the corner of Stevens and Hyacinth). Stevens will dead-end into Floyd Avenue. Turn right on Floyd and 3960 is the white house on your LEFT.
Reservations are required, so that we may have a food count. You cane make a reservation by calling Adele
at 924-3744 or Phyllis at 751-8724.
As usual there will be no charge for lunch. The names of everyone who makes a reservation will be placed in a box for a $25 drawing. Reservations must be made no later than October 25 in order to have your name in this box.
In addition we plan a raffle for $100.00. The tickets for this drawing will cost $10 and will only be sold at the picnic.

Our condolences to Bunny Heroman upon the loss of her step-son Bobby Heroman. Bobby was both deaf and blind but did not let this prevent him from living a life of good quality and many interests.

Alzheimer Notes

The results of our Alzheimer fund raising letter have been overwhelming. We have collected in excess of $2,000 and have until the end of November to reach our goal of $3,000. About 50% of our chapter members have donated to this project. We are hoping that the “other half” are still considering a contribution.
November is National Alzheimer’s Month and 100% of all donations made through the National Active and Retired Federal Employee Association can only be used for research. You may have heard that NARFE recently announced that our members have contributed 8 million dollars for research since the program was established.
I know this was a strain on budgets. A warm THANK YOU to those who have contributed. You are a caring and generous member and it certainly was good to hear from so many Thank you! Thank you!
Remember…..The disease is not going away. We must continue our support! Let’s give it all we can!

The Louisiana Federation of Chapters has authorized your Editor to develop a method to track Volunteer Hours provided by NARFE members throughout Louisiana.
(Volunteerism has been identified as the act or practice of being a volunteer or using volunteers in community service work.)
I have begun the process by soliciting information from the Texas Federation who already have such a system in place. The second step will be to encourage NARFE members to provide appropriate information to Chapter Presidents who would report the information to the Federation Volunteer Committee.
We hope to have a test system in place no later than 1 December 2009.

MINI-MINUTES August 26, 2009 By Henry Bertrand, Secretary
Meeting began at 11:56 AM, Benedict’s Restaurant, 2nd VP Mack Truslow presiding (in the absence of the President and 1st VP). 24 members, 5 paying guests in attendance (plus the speaker who did not stay for lunch). After the blessing and pledge of allegiance, Truslow introduced today’s speaker, Mrs. Melissa Sullivan-Piwetz. She spoke on pet care and treatment during evacuations, shelters, medications, identification, web-sites, and other concerns of pet owners.
The 50/50 Drawing was won by James Freeman who received $11, with the other $11 going to the Chapter Treasury.
After lunch, Al Ramirez made a motion that we dispense with reading the July minutes, second by Ed Brannan, passed by voice vote.
The Treasurer’s report was read by Treasurer Al Ramirez showing an opening combined balance of $3399.01, closing combined balance of $3475.25. This was accepted on a motion by Henry Bertrand, second by Ed Brannan, voice vote. (Full Treasurer’s Report is an Attachment in the full minutes.)
Truslow announced that the NARFE Bulletin is planning an article on NARFE artists of any artistic medium and seeks interested participants. If you qualify please contact President Bannon for entry information.
Truslow confirmed with scheduler Yvonne Decker dates for the November and December meetings. Due to the Thanksgiving and Christmas holidays these luncheons will take place on Nov. 18th and Dec. 16th at Benedict’s Restaurant.
Federation President Joe Landry encouraged all to check the facts regarding the proposed NARFE Referendum and be prepared to cast your vote. (Chapters get 1 vote for each 50 members.)
Ed Brannan proposed a motion to hasten the merging of the funds of the Covington Convention and our Chapter Treasury. Treasurer Al Ramirez alleged that an audit of the Convention funds was necessary and a volunteer for this was needed. Prospective member Jay Hawkins (a guest at this meeting) volunteered his accounting skills, was accepted, and Brannan withdrew his original motion.
Adjournment came at 1:05 PM on a motion by Ed Brannan, second by Joe Landry, and voice vote.

MINUTES OF MEETING AUGUST 11, 2009
The meeting at the Piccadilly Cafeteria on Ryan Street was called to order by President Ruth Jones at 11:30 a.m. We had 10 members and three guests present. The guests were: Sandra Walker, wife of Otis Walker; Irene Vandever, daughter of Anna Vandever; and Irene brought a young lady from her office (the secretary failed to get her name for the minutes). Janis Mann led the invocation and Dan Mele led the pledge of allegiance. We broke for lunch.
Ruth introduced our speaker, Willie Mount, Louisiana State Senator. She gave some interesting information regarding the financial and educational situation in the state at this time. She also broke the information down as it pertains to Southwest Louisiana and our area. Senator Mount took questions from the floor. We felt like we had a civics lesson at the conclusion of her speech. *Secretary’s note – it was more interesting than the ones we had in 9th grade- probably because we could relate to it better as senior adults.
The meeting resumed with the drawing for half & half. Anna won $14.00 and donated it back to the chapter. Ruth suggested that we begin something new at our club meetings. Our chapter members names will be placed in a basket and if that person is present, he or she will receive $10.00. If they are not at the meeting, the pot will add $5.00 each meeting until $25.00 is reached; it will start over when the $25.00 is reached. YOU MUST BE PRESENT TO WIN. Ruth noted that this has worked for other chapters in the federation. It was unanimously decided to start at our next regular meeting.
Anna made a motion, seconded by Barbara Alston that the June minutes be accepted as printed in the newsletter. The motion passed.
Tony reported that there is $799.33 in our account. The report was accepted and a copy is attached to these minutes.
Ruth reported that Bob Rolfsen has resigned from the state nominating committee; there will no COLA in 2010; New Iberia chapter was to close but decided to join the Lafayette chapter with a once a year meeting; further that she needs a list of the hours each member spends during the year as a volunteer – with the information being passed on to the state federation; and that August is meet the candidate month. She and Anna attended a meeting with Sen. Vitter and she sent faxes to Sens. Mary Landrieu, David Vitter and Cong. Charles Boustany thanking them for their support.
Ruth will be collecting the Special Voter’s Coupon (which appeared in the August Narfe Magazine and in the last Newsletter. It is a vote on the Dues Referendum.
There’s a need for a volunteer to do the newsletter.
There being no further business, motion was made by Barbara Alston, seconded by Tony that the meeting adjourn. Meeting adjourned at 1:15 p.m.

Leon’s Logic:
Since giving their E-Mail address, to NARFE Headquarters, several of our members have complained about the amount of E-Mail received from NARFE. In response to these complaints I sent the following E-Mail to our National Elected Officers.
National Active and Retired Federal Employees national leaders requested Chapters get members E-Mail addresses. The supposed purpose was to expedite notification for grass root movement, when Congress tries to pass legislation on short notice. NARFE Chapter 1397 requested its members to give their E-Mail address at every meeting since. These E-mail addresses were then sent to National.
Our members who gave their E-Mail address are now complaining that National is sending a lot of E-mail that is not a request to contact their legislators concerning short notice legislation. The idea is good; but, our members want to be notified only for the grass roots action the E-Mail list was intended- NOT NEWS RELEASES. My members have stated that should this onslaught of E-Mails from National continue they will mark all NARFE E-Mail as junk mail. Should this happen the expedite notification for action will not work. National should take action to remedy this situation- yesterday. This is the reply I received from NARFE National Leaders

Global Electronic Messaging System is used by the National Headquarters and NARFE officers to distribute Legislative Hotlines, Legislative Alerts, Health and Benefits news, and other time sensitive material to NARFE members. The same system is also used for the “grass roots action” and cannot be separated from other notifications. If the emails are too much, you can choose not to receive the notifications in your email, please contact NARFE at 800-456-8410 to remove your email address from our database. Or members can also remove the email address themselves from their membership information at https://www.narfe.org/departments/isi/join_gems.asp. I exhort each member who wishes to stop this excess amount of E-Mail to follow the instructions given by National.

Due to the horrible weather and the flooded streets, we only had 10 members at our July Meeting. The business part of the meeting was rather short, but we had a great time discussing various topics.
The August Meeting at Chopstix’s was attended by 19 members and 4 guests. Everyone said they enjoyed the food.

that the Legislature of Louisiana does hereby memorialize the Congress of the United States to review the GPO and the WEP Social Security benefit reductions and to consider eliminating or reducing them by enacting the Social Security Fairness Act of 2009 (H.R. 235 or R.S. 484) or a similar instrument.
BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted to the secretary of the United States Senate and the clerk of the United States House of Representatives and to each member of the Louisiana delegation to the United States Congress.

The Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) decreased 0.2 percent in July 2009 according to the Bureau of Labor and Statistics (BLS). Released on August 14th, the CPI-W for July is 210.526. For purposes of calculating the next COLA (cost-of-living adjustment) the index is currently 2.3 percent below the 2008 third quarter average base index of 215.5. August consumer prices indices will be released on September 16, 2009

PRESIDENT’S CORNER
It’s been said many times that NARFE’s strength is in the number of members that we have, to have a strong voice before Congress, as we communicate on issues vital to the betterment and welfare of active and retired federal employees. Each of us can contribute to growing that strong voice by recruiting new members. Please share with your current and past work associates the value of being a member of NARFE, and please bring these associates to our meetings so they can see first hand the grass roots business and fellowship that our Chapter offers. Spouses should be included in that number, and are proven valuable participators and contributors to our organization. Let’s all be recruiters whenever we find the opportunity.

Legislative Report
Recently we have been inundated with mountains of propaganda about the economy and health care reform. NARFE has urged us to contact our legislators and tell them to make Premium Conversion part of any health care reform bill. Before contacting your legislators, get well informed on the possible disadvantages of its passage as well as the possible benefits you expect to gain if comprehensive health care reform is enacted in its current form. Knowledge is power. Gather all the information you can and then decide what you want to tell your elected officials. There was a donation of $16 given at the last meeting and $9.61 raised from the sale of aluminum cans. Joe Landry has been doing this job for many years and will accept these cans at our meetings. Our next Alzheimer's auction will take place on October 28. Please try to attend this meeting and encourage others to come, also. The great lunch, at Benedict's, is still $15 all inclusive. All wrapped gift donations will be gladly accepted. You know what I always say "bring your money and your friends, but if they can't come just bring their money".

Meeting began at 12 noon, president Mike Bannon presiding. 21 members, 6 paying guests, 1 non-paying guest (speaker) attending. After the blessing and pledge to the flag, 2nd VP Mack Truslow introduced today’s speaker, Mr. Ralph O’Neal of the St. Tammany Chapter of Seniors and Law Enforcement Together (SALT). He discussed senior evacuation, transportation, identity theft, elder abuse and other topics of interest to us.
Ed Brannan motioned that we dispense with reading the June minutes, second by Rose Band, passed by voice vote.
Al Ramirez gave his treasurer’s report showing an opening combined balance of $3330.22 and a closing combined balance of 3399.01. He explained corrections for the May and June reports where a check (#795) was cancelled and then re-issued for $75 for insurance. The report was accepted on a motion by Debby Chaudoir, second by Bobby Kullman and voice vote. (See full report as attachment to full minutes.)
The 50/50 drawing was won by Bobby Kullman who donated her $16 to the Alzheimer fund with the other $16 going to the chapter.
1st VP Rose Band announced that we will hold our usual auction in October, but we will have a regular meal (not a picnic buffet) due to restaurant billing arrangements.
State federation president Joe Landry told of a recent president's meeting in Grand Rapids, Michigan.
District VP Ed Brannan touched on his views on proposed health care legislation. He urged everyone to get the facts, make their own views heard to their representatives, and spell out the full name of our organization when writing as a member of NARFE.
The meeting was adjourned at 1:11 pm on a motion by Rose Band, second by John Buttone, and voice vote.

Chapter 137 Meeting June
Twenty-two members of our Chapter and one guest met at Johnny's Restaurant for our regular scheduled meeting. The President Poland welcomed all attendees, especially Pat Boatright, Jim and Lola Henderson and Larry Courtney, members that had missed several meetings this year. The meeting was called to order, the invocation rendered and all attendees recited the Pledge of Allegiance to the flag.
Minutes of the last meeting were provided to all in attendance and were approved as presented. Austin Templeton provided the Treasurer's report.....a total of $3,606.96 is currently on hand or accounted for. Maxine Wittenburg reported that $28.00 had been collected for the Alzheimer's Research Fund and Roy Davis won the coveted prize. Lula Morris reported that $21.00 had been collected for the Fun Fund and that $10.00 of that would be given to the lucky winner. Lola Henderson held the winning ticket and immediately returned her share to the Alzheimer's Research Fund. Thanks Lola! There was no report from the Sunshine Committee but Maxine reported that Edwina Owen had fallen and broken her foot and that Martha Neville was ill with the shingles. Tammy Courtney has also suffered a broken foot but husband Larry reported that it had not interfered with her playing bridge (smile).
The President Poland reported on the latest legislative actions related to financial matters pending in Congress that affect federal and military retirees. Pending bills to repeal the Government Pension Offset (GPO) and Windfall Elimi9nation Provision (WEP) has little chance of passing the 111th Congress in their current form and a modified version to change the GPO and WEP is under consideration. Senator Mary Landrieu has been queried earlier and she is a co-sponsor of bills in the Senate. Senator Vitter has yet to respond to NARFE where he stands. The President has sent a letter to rookie Legislator John Fleming explaining NARFE's stand on the GPO and WEP but has not received a reply as of this date. NARFE's stand on H.R. 1203, the Federal and Military Health and Equity Act was also explained to Representative Fleming (premium conversion plan) and he was asked to support the bills and to sign on as a co-sponsor.
The President Poland reported that NARFE Region VI will conduct a training seminar on 15-17 September in Tyler, TX and asked if anyone in our Chapter was interested in attending. Cost is $60.00 per person for registration plus hotel costs. None of the attendees were interested but the President and Secretary will attend the meetings on 16-17 September. He also explained the advantages of signing up for the "Dues Withholding" program that costs less each year for dues and eliminates the trouble of sending payment each year to NARFE Headquarters. He also reiterated the need to recruit new Chapter members. If anyone knows of a retired federal employee that may remotely be interested in becoming a member or is not aware of NARFE, provide the name and address to the President and he will send them a packet explaining the advantages of becoming a member of NARFE. There being no further business, the meeting adjourned at 12:45 P.M. Our next scheduled meeting is July 28, 2009.

Leon’s Logic: You’ve heard it many times before: at meetings, conventions, in NARFE magazines, Newsletters, reports at State and National Conventions, and many other places – PAC, PAC, PAC, AND MORE PAC. NARFE is not the only organization to push PAC. So, who, or what is PAC? PAC stands for Political Action Committee.
NARFE-PAC is a separate, segregated fund of the Association comprised only of voluntary contributions from NARFE members. All NARFE-PAC work is done by staff members from Legislative, Budget, and Finance Departments and is headed by our four elected National Officers.
A candidate requests, in writing, a contribution from NARFE-PAC, the Legislative Department informs the appropriate Federation PAC Coordinator of the request. Before NARFE-PAC funds are distributed a number of factors are considered. If the candidate is an incumbent, what has been his/her voting record on issues of concern to federal retirees? Challengers can be asked to submit statements outlining their views on our concerns. Does the candidate have a chance to win? Does the candidate have real opposition? How much has the candidate already raised? Incumbents with large campaign war chests often seek repeated NARFE-PAC contributions to discourage any potential challengers.
We need legislators who support NARFE goals, such as, fair and equitable federal retirement programs, full funding for retirement benefits, fighting proposed reductions in benefits, or ensuring that adequate and affordable health benefits are available to federal workers and annuitants, repeal of GPO and WEP. The influence a legislator can exert in passing NARFE objectives comes in part due to NARFE-PAC contributions to their campaign funds.
Candidate and Elected Members of Congress from Louisiana have received more than $7,000 last year from NARFE-PAC. This is much more than our members contributed to Pac.
Since 2007, a pin has been made available each year to any NARFE member contributing $20 or more. I have several 2009/2010 NARFE-PAC pins, I will give to NARFE Chapter 1397 member who meet qualifications to receive one.

There were 19 members and 1 guest in attendance at the May meeting. Among them were inactive member, Frank Musso and prospective member, Caroline Mutz. We were very glad to have them both. Hopefully we will see them often.
A card was sent to Johanna and Charles Simoneaux, who will be moving to Picayune, Mississippi. They replied, thanking us for the card and stated they enjoyed being a part of Chapter 1397 and the members. They will be greatly missed.

NARFE DUES: President Baptiste asked that Chapter Presidents “ensure that every chapter member, including those that rarely attend meetings, be given an opportunity to discuss the referendum.” President Baptiste also recommended that all chapter members be provided a copy of the referendum “so that they will be in a position to make an informed decision when it is time to vote…” Some chapters have interpreted this to mean that they have to mail every chapter member a copy of the referendum. President Baptiste has left the means to distribute this information up to the chapters and/or federations. Information on the referendum will be in the NARFE magazine. It will be on NARFE’s website. Chapters can include the information in their newsletters. The information can be discussed and distributed at all of the state conventions. What I am trying to point out is that chapters do not have to expend chapter funds to mail the information; it will be readily available to the members via all the ways just mentioned. NARFE just wants to be sure that all of our members are aware of the referendum, and that during the next four months, they will have an opportunity to study and discuss the referendum and to question their federation and/or national officers/staff on the merits of this referendum. There will be ample time for discussion between now and the first part of December when the ballots have to be returned.
The voting process will be as follows (in accordance with Article IX, Section 4 of the Bylaws):
(1) In September, ballots will be mailed to each Chapter Secretary and Delegate-at-Large.
(2) All Chapters and each Delegate-at-Large (DAL) shall have a period of three (3) months to return their ballot (this date will be the first part of December).
(3) The ballots will be tabulated in December, and the results will be announced ASAP after headquarters receives the information from the balloting company.
(4) If NARFE Dues is approved, the phase-in period will be in 2010 (possibly starting in May depending on how quickly the computer information can be programmed). After the implementation date, each member will be charged $40.00 on their renewal date following the implementation date. [Note: If your renewal date is April 2010, and the implementation date is May 2010, then you will not be charged the new NARFE Dues rate until April 2011.]

MINUTES OF MEETING JUNE 9, 2009
The meeting was held at the Piccadilly Cafeteria on Ryan Street at 11:00 a.m. We had 16 members and 8 guests. The guests were: Lt. Waymon Jones, Sandra
Walker, Mary LeBleu, Dan Mathews, Jackie Simons, Victoria Cole, Jane Stewart and Emma Burk. Ruth opened the meeting by welcoming everyone and introducing each guest. Una Couvillion led the opening prayer and Dan Mele led the pledge of allegiance. We broke for lunch.
Ruth introduced Lt. Jones who worked 30 years as a La. State Trooper and has been with the Sheriff’s Dept. for 4 years. He gave a very interesting speech about safety from scams on the internet, telephone scams, never leaving a purse in your vehicle, and admonishing everyone to lock their car doors even when parked at home. He said senior adults are the police’s best witnesses when some crime happens in a neighborhood so always be aware of what’s going on around you. He took questions from the members.
The half and half ticket was drawn and Janis won again and donated the proceeds ($18.00) to the chapter.
Anna made a motion, seconded by Una that we dispense with the reading of the minutes. The motion carried.
Tony gave the treasurer’s report which showed a balance of $605.01 as of June 1st. The report was accepted as read and a copy is attached to these minutes.
Ruth reported federation information. Twenty eight of the 42 federation presidents were newly elected this year. Also that our chapter membership has gone from 67 in 2008 to 63 in 2009. August 1 to Sept. 1 is lobby month. We should make a point to contact our senators and congressmen during that time regarding Narfe business.

Secretary Henry Bertrand read three paragraphs of the March minutes due to their inadvertent omission from this month’s newsletter. The entire minutes were accepted on a motion by Rose Band, second by Bobby Kullman, voice vote.
Treasurer Al Ramirez read his report showing an opening combined balance of $2609.58, closing combined balance of $2742.73. This was accepted on a motion by Debby Chaudoir, second by Ed Nichols, voice vote. (Full Treasurer’s Report is an Attachment in the full minutes.)
President Bannon gave thanks on behalf of the Chapter to all organizers, workers, and attendees of the recent Federation Convention in Covington. He briefly summarized Convention highlights and business. He then commented on the NARFE proposal of a dues referendum for $40 per year and the disbursement of these monies.
Al Ramirez gave an extensive report on the Convention listing areas of the state that sent attendees. He covered Kevin Davis’ welcoming address, new officers elected, approval of a new state constitution (which now goes to National for final approval), and the food and banquet. There were 82 attending the Convention; the next will be held in Baton Rouge in 2011. A financial tally was not yet available.
Newly elected Federation President Joe Landry spoke of the 3 state Districts. Districts will have a 1-day meeting in 2010, with the next state convention in 2011.
Al Ramirez related that although we pay $15 for our meeting meal, the restaurant receives only $14 with the other $1 going to our Chapter. (But our Treasury is still losing money overall.) He proposed that we make the $14/$1 split official, Karen Dufour seconded, and voice vote carried.
Mike Bannon announced that Rose Band has volunteered to run for the open Office of 1st VP. According to By-Laws, this is announced in the newsletter and handled in a future election.
Rose Band gave her Alzheimer Committee report: $853 made from raffles at the Convention. (Our Chapter’s raffle realized $229.) She thanked all helpers and contributors. Report was accepted on motion by Ed Nichols, second by Al Ramirez, voice vote.
After a “picnic” lunch, Mike Bannon and Rose Band led a blind auction for the Alzheimer Fund. This netted (unofficially) $173. There was no speaker and no 50/50 drawing due to the auction.

NARFE CHAPTER 438 MINUTES OF MEETING April 21, 2009
The meeting was held at the Piccadilly Cafeteria on Ryan Street at 11:00 a.m. We had 11 members and 2 visitors present. The visitors were Dan Mathews and Sandra Walker. The meeting was called to order by President Ruth Jones. Una Couvillion led the opening prayer, followed by Dan Mele leading the pledge of allegiance. The 50/50 ticket was drawn by Sandra Walker and Janis Mann held the winning number. The winnings ($12.50) were returned by Janis as a donation to the chapter. We broke for lunch.
Ruth introduced Otis Walker, an active letter carrier who is on leave to promote a law to give employees a free choice to belong to any union. Ruth thanked him for the information.
The minutes of the February meeting were corrected by Janis to show in Paragraph 4 that those running for a federation office this year are: First Vice President -Edwin Brannon and Leon Scoriels and running for Second Vice President is Mrs. Odessa K Hickman. The remainder of the paragraph is correct. The minutes were accepted as corrected.
Tony gave the treasurer's report with a balance of$592.89 as of March 31,2009. A memorial of $20.00 has been sent to St. John Lutheran Church in memory of Charles Ehmke who passed away on March 31st• A donation of$50.00 (which was collected at the Feb. meeting) was made to the Alzheimer Fund. Also a donation to PAC of $30.00 has been made. Tony's report was accepted as read.
Ruth gave the highlights of the convention which was held April 14_16th in Covington. We had five (5) delegates attending: Ruth Jones, Janis Mann, Dan & Ethel Mele, and Barbara Dickens. She thanked the chapter for paying the registration fee for each of the delegates. There were 10 chapters represented out of a total of 16 with 66 voting delegates plus guests making a total of74 present. An election of officers was held with Joe Landry being elected president, Leon Scoriels, first vice-president, Odessa Hickman, second vice-president, Bob Rolfsen, treasurer, and Ted Holmes, secretary. The Constitution and By-Laws were changed after much discussion. Jack Twachtman was honored for his dedication to NARFE and was presented a copy of the Convention Program Book.
Ruth explained that the next federation convention will be held in 2011 in Baton Rouge, La. hosted by Chapter 99. In 2010, there will be a one day training session for each of the three districts. We are in District Two and it includes Baton Rouge, New Iberia, Lafayette and Lake Charles. Our district will meet the Tuesday after Easter Sunday in Lafayette, La. Ruth was elected district vice president and Bob Rolfsen was elected to the nominating committee for our district.
Ruth appointed Ethel, Una and Janis to the calling committee.

CHAPTER 0137 NEWSLETTER
The last of the annual conventions in the State of Louisiana is now history. The 2009 convention was held in Covington, LA, and NARFE Chapter 1482 was the host Chapter. Future State Conventions will now be held every two years (as in the case with the National Conventions). Chapter President (Bobby Poland) and Chapter Secretary (Thelma Poland) attended the State Executive Board meeting the day before the State Convention started. All meetings were held at the Holiday Inn. Kudos to Chapter 1482 for their excellent planning. The food was excellent and plentiful, the meetings well organized and guest speakers were very informative.
Some of the most important events concerning our Chapter were the recognition of NARFE members over the age of 90 that are still active participants in their respective Chapters. Jim Henderson from our Chapter was recognized from the floor as were nine others from throughout the State. There were also awards made to one member of each Chapter for special recognition for their work, not only for the Chapter, but also for the community. Our own Lula Morris was recognized for her volunteer efforts and work done for our Chapter and also VFW Post 5951 located in Bossier City. Awards were also presented to past Chapter Presidents and in the absence of our past President (Betty Baker) Bobby Poland accepted the award in her behalf.

Guest speaker from National Headquarters was Dan Adcock, Legislative Chief for NARFE. He is an excellent speaker and very well informed on all Legislative matters in Congress. He detailed the proposal by NARFE to eliminate the different types of dues now in effect for various members (i.e., two year dues, three year dues, new member dues, recurring member dues, honorary dues, etc.) and make dues for all NARFE members a flat $40.00 per year. A referendum on that proposal will be sent out to all Chapters within a month or two. I have reproduced copies of a "question and answer" sheet that will explain the referendum more in detail and will be presented to Chapter members at the next monthly meeting or mailed to those members that fail to attend the meeting in April.
A proposed new Constitution and ByLaws was introduced and discussed at great length. Primarily, the proposed revisions will help the LA Federation to save money in the future by intoducing teleconference calls, reduce the number of "face to face" meetings, reduce the number of Executive Board meetings, scheduling State Conventions every two years instead of each year, etc. The revised Constitution and ByLaws was approved as presented but minor changes may benecesary at some time in the future. On the negative side, there were only two representatives from Chapter 0137 at the convention and none from Shreveport Chapter 1622. We can do better! The 2011 State Convention willbe held in Baton Rouge and hosted by Chapter 99.

Leon’s Logic:
There is a lot of turmoil in the National Active and Retired Federal Employees Association: laps of payment of dues, moving to new location, phone number change, E-MAIL address change, magazines and newsletters not received. These problems accrue month after month, at the National, State and Chapter levels. Most of these issues can be solved by a simple phone call; others take a little more effort. A simple phone call to your chapter membership chairmen or a board member can get your address, phone number, and E-mail address changed.
Not getting your NARFE magazine or newsletter? Could it be that your membership was not renewed? You get first and second dues notices, it is easy to put these notices on the side and forget about them. You could sit down and write a check address an envelope, put your check and notice in the envelope, place a stamp on it and then drive to the post office and drop it in the mail box. Wow! Good for another year. That’s a lot of work that is repeated year after year, after year. Try this. Get an envelope address it and put a stamp on it, fill out a dues withholding form (there’s one in your NARFE magazine) put it in the envelope, go the post office drop it in the mail box. Same work as before? Yes but you only do it once. Your dues will come out of your retirement check each month. No more dues notices, no being dropped for not paying on time, and you get a discount for using dues withholding. Leon

NARFE DUES REFERENDUM Bylaws:
Article 1, Section 2, Membership Categories
A. Regular members: Members who pay NARFE dues.
B. Life members: Members who pay present and future NARFE dues in a lump sum. (Ref. Rule 1, Section 1A)
C. Honorary: Members who have been granted the right to a National membership without further payment of National dues. (Ref. Rule1, Section1B)
D. Members-at-Large: Members who belong to the National Association but not to a chapter. (Ref. Rule1, Section 1C)
Article 1, Section 3, Membership Recruitment The association, in addition to direct recruitment, shall recruit members through Chapters. All new members shall meet all requirements of membership by paying NARFE dues. In addition the NEB may establish or eliminate incentive programs to benefit member recruitment and retention. These programs will not have a term in excess of two (2) years. (Note: Section 3A thru 3C will be deleted)

A. A voluntary Life Membership shall be available to all eligible for membership upon payment of a non-refundable actuarially determined amount that will yield the approximate equivalent of the annual NARFE Dues at the time of purchase.
B. An honorary member may request recognition under the Distinguished Member program upon written request to the National Office and by resuming payment of NARFE Dues. (Ref Article 1, Section 5A)
C. Members currently classified as Members-at-Large shall be permitted to retain that status unless they drop their membership. If these members subsequently choose to rejoin the Association, they shall meet all requirements for membership by paying NARFE Dues.
D. For dues withholding (DW), a 10% reduction in NARFE dues will be offered. Distribution of dues will be as follows:
(1) For NARFE dues, $9.00 will be provided to chapters. Ten percent ($4.00) will be provided to federation. A 10% reduction for DW members, $8.00 will be provided to chapters while $3.60 will go to the federation.
(2) For Members-at-Large. National Only members will maintain their current status and will pay $29.00 annually to National, 10 % ($2.90) will go to the federations.
(3) For Honorary Members. Honorary membership granted before the 2008 National Convention – these members pay $9.00 to the chapter unless this fee has been waived by the chapter.
(4) For Life Members. Life members prior to the implementation of NARFE Dues will maintain their current status and pay $9.00 to the chapter unless they are chapter life members.
(5) For Active Federal Employees (AFE). The special incentive for AFEs was cancelled in 2008. All AFEs recruited before that date will maintain their current status and as long as they remain AFEs, they will be allowed to renew at the special incentives rates. Upon leaving federal service, they will renew under NARFE Dues.
Note: The above will become a new Rule 1, Section 1. The existing Section 1 will become Section 2 and Section 2 will become Section 3.
Reasons the change should be adopted.
a. The adoption of this would put to rest the constant arguments of the chapter requirement. There would be no National dues or Chapter dues – there would be ONE due, the NARFE dues.
b. This would certainly help our retention efforts. Members could chose to participate in chapter activities or not and both ways they would have one simple and easy dues.
c. It would enhance our recruiting efforts. We will have one due for new members. No longer do we have to answer what happens after the first year membership fee expires – we presently have to tell potential members that dues depend on the chapter of assignment.

What is Hospice About?
Families with aging members in this area are fortunate to have access to hospice groups that provide medical, nursing, counseling and other end-of-life services. The program for our Monday, April 13, chapter meeting will be presented by two representatives of one of these organizations, who will explain how they help the patient and the family and how to obtain their services. Laurie Majure is executive officer and Peggy Clark is coordinator of volunteers for the group. Please join us for what apparently will be a very informative program.

Almost every month, one or more of our members is dropped from the roll because of failure to pay dues. In the past three months, we have lost seven members this way.
We always hope that these members simply forgot to send their check. We don’t like to think that anyone would not appreciate that NARFE protects of our benefits, keeps members informed, supports Alzheimer’s Disease research, provides NARFE perks, and helps in a lot of other ways. Occasionally, members realize they are missing something, pay their dues and get their membership reinstated.
If the letter X is in the upper corner of the mailing label on this newsletter envelope, you have been dropped. Unless you are reinstated, you’ll soon stop getting the newsletter
The good news is that in the past three months three members signed up for dues withholding. They don’t have to worry about forgetting to pay dues any more because they have $2.88 automatically deducted monthly from their annuity checks. This covers NARFE’s national and chapter dues. Those who pay by dues withholding receive a discount and avoid the cost and trouble of writing and mailing checks.

Planning for State Convention
On Tuesday of next week, four delegates from this chapter, Jimmie Clay, Monroe Stewart and Helen and Ted Holmes, will depart for Covington to attend the annual convention of the Louisiana Federation of Chapters. This will be the last ANNUAL convention of the federation. Two years ago the delegates amended the constitution and bylaws to provide for a state convention to be held in odd-numbered years and district conventions to be held in even-numbered years.
A major order of business at this convention will be a resolution advocating extensive revisions to the constitution and bylaws to clarify some “fuzzy” points and to modernize the operation of the federation. A committee established by direction of the Executive Board drafted the revisions, and this chapter submitted the resolution to adopt the changes. Three other chapters have endorsed the revised document and two have submitted resolutions advocating that the proposals be postponed until the 2011 convention, which means that, if passed, some of the provisions would not take effect until 2013.
Ted Holmes will chair the Rules Committee at this convention, and Helen is chair of the Nominating Committee. In an unusual move, the Nominating Committee has announced a full slate of nominees before the convention opens and has announced more than one candidate for each of two positions.
Running for president are Joseph Landry of Mandeville and Robert Rolfsen of Baton Rouge. First vice president candidates are Edwin Brannan of Mandeville and Leon Scoriels of Terrytown. Odessa Hickman of Alexandria is running for second vice president. Ted Holmes is a nominee for secretary and Helen Holmes, for treasurer. Other candidates may be nominated from the floor.
Chapter Loses Faithful Members
NARFE and the entire area suffered a serious loss on March 20 with the death of Harry T. Statham of Monroe. Harry had served as president of Chapter 290 for several years and was president of the Louisiana Federation of Chapters from 1999 to 2001. He was a leader at First United Methodist Church of Monroe and in several other worthy groups. He had suffered severe loss of hearing and vision in recent months and his physical condition declined rapidly after a fall in which his hip was broken.
The chapter recently lost two Ruston members. James W. Hammett was an honorary member. Felix O Levasseur had been president of the NARFE chapter in Ruston before its merger with Chapter 290 and had paid dues to be reinstated in this chapter just days before his death.

National headquarters reports that Donald K. Murray of Kilbourne recently joined our chapter. In addition to his dues, regular dues were received from Lehman E. Fisher and George Judd, both of Monroe, and John T. Stanley of Kilbourne.
The chapter also received payment for these who pay by dues withholding: Leon F. Blankenship, Grambling; Jimmie B. and Glynn Corry of Ruston; Edwin S. Handel, West Monroe; and June A. Petterson, Monroe.
NARFE Leaders Denounce Proposed Cuts
(Excerpted from NARFE Legislative Hotline, Friday, April 3.) On Thursday, April 2, before passing their fiscal 2010 budget resolution the House of Representatives defeated a substitute amendment offered by Rep. Paul Ryan (R-WI) which would have cut entitlements – like Social Security, Medicare and Medicaid – by $1.3 trillion over 10 years and would have included a reduction of $10.263 billion in federal civil service retirement and health benefits.
In a letter to all 435 members of the House prior to the vote, NARFE President Margaret Baptiste urged lawmakers to oppose the amendment because it would have compelled the House Committee on Oversight and Government Reform to consider proposals such as cutting or canceling federal annuity cost of living adjustments (COLAs), basing future retiree annuities on the highest 5 years of salary, shifting a growing share of Federal Employees Health Benefits Program (FEHBP) premium costs to workers and retirees and/or requiring workers to double their Thrift Savings Plan contribution to receive the full government share.
The Ryan substitute was defeated 137 to 293. (Editor‘s Note: All Louisiana Congressmen except Reps. Cao and Melancon voted for the Ryan amendment.)
The Senate adopted a similar but not identical budget resolution (S. Con. Res. 13) setting the stage for a House-Senate Conference Committee after the Easter/Passover recess (April 5-18). The House resolution, in contrast to President Obama’s budget proposal, assumes pay parity for federal civilian and military employees. The Senate resolution is silent on this issue.
On April 1, the House approved H.R. 1804, legislation which would allow Federal Employees Retirement System (FERS) employees to credit their unused sick leave toward their retirement and would make certain improvements to the federal Thrift Savings Plan (TSP).

Ruth introduced Bobbie Guillory and Joe Landry and welcomed them to our meeting. Again, the meeting was called to order. The half and half ticket was drawn and Dan Mele won $18.00. Barbara Dickens made a motion to dispense with the reading of the minutes, seconded by Bill Ferguson and passed. Tony gave the treasurer’s report which showed a balance of $904.95 as of February 9, 2009. The report was accepted as read.
Ethel Mele reported that she had sent cards to Doris Nordstrom and Charles Ehmke. Ethel collected $50.00 for Alzheimers Fund.
A vote was taken to change two articles in the by-laws as follows: Article II. Order of Business was changed to reflect that the program would be at the beginning of the meeting instead of at the end. Motion was made by Tony, seconded by Dan that the Article be changed. The motion carried.
Article IV. Chapter Dues was changed to show the chapter dues will change from $5.00 yearly to $7.00 yearly. Motion was made by Barbara, seconded by Bill that the Article be changed. The motion carried.
Ruth gave information from the meeting she attended in Alexandria. You cannot join NARFE with a credit card, so let your prospects know ahead. The state convention will be held in Covington April 14-16, 2009. Joe Landry will be running for president along with Bob Rolfsen. Mr. Sorrels and Mr. Hickman are running for Vice President. Registration has gone up to $75.00 this year. Rooms will be $96.00 plus tax at the Holiday Inn. There will be only 10 door prizes instead of almost one for every delegate attending. Jack Twachtman was recognized as being 91 years of age and will be listed in the state convention program. The Lafayette and Leesville chapters have gone to one meeting a year.
Delegates to the state convention will be Ruth Jones, Janis Mann, Ethel and Dan Mele.
Visitors Bobbie Guillory and Joe Landry gave interesting talks about what’s happening at the state level of NARFE.

Twenty members of our Chapter met at Johnny's Seafood Restaurant for our regular scheduled meeting. The President welcomed all attendees, then rendered the invocation and led in the Pledge of Allegiance to the flag.
Guest speaker of day was Mr. David Bums, Vice President of the Bums Estate Planning, L.L.C. with offices in LA, TX, MS, AR and FL. Mr. Bums provided pamphlets and brochures to members present and provided a detailed explanation of how estate planning can protect senior citizens from various Federal and State taxes, probates and costs associated with attorney and court fees when an annuitant dies and leaves the estate to the spouse or children.
Minutes of the last meeting were provided to all attendees and since there were no additions or deletions, the minutes were approved as presented. Austin Templeton provided the Treasurer's report.......a total of $3,000.81 is currently on hand.
Under committee reports, Maxine Wittenberg reported that $27.00 had been collected for the Alzheimer's Research Fund and Betty Templeton reached into the bag and drew out Maxine's own number! Maxine returned the prize to the Chapter for another drawing in February. Thanks Maxine. Lula Morris reported that $21.00 had been collected for the fun Fund and she would give $10.00 of that to the lucky winner.
Dovie Cherry had her ticket drawn for this event. Margaret Brooks reported that there were no reports of illnesses reported but that she and Brother Jim Blankenship have suffered some physical problems recently but appear to be on the mend.
Under old business, the President reported that 40 persons attended the Christmas Party, including 6 from Shreveport Chapter 1622. The food was excellent and an exchange of Christmas gifts for all attendees provided some good entertainment. Special guests were Jerry and Jo Hatfield and Jerry duly installed the 2009-2010 Chapter officers while he was there.
Under new business, the President reported on the Blue Cross/Blue Shield premium increases and changes that will take place in 2009. Copies of the BC/BS changes have been received from NARFE HQ and copies of that message were provided to all attendees that are covered by BC/BS. The Prez also reported that we need to vote on approving an advertisement in the booklet of Chapter 1482 in Covington who will be hosting the 2009 State Convention. Maxine Wittenberg moved that our Chapter take a full page ad at a cost of $100.00 to help pay for convention expense. Motion carried.
The Prez will prepare the ad at a later date and send it to Chapter 1482 along with a $100.00 check. The Prez also reported that the LA Federation Executive Board will meet in Alexandria on 2-3 Feb 09 and that he and Thelma will attend. A report of that meeting will be provided at the February Chapter meeting. There being no further business, the meeting adjourned at 1:00 P.M.

PRESIDENT’S CORNER
At our next meeting, we’ll start our 2009 calendar year with attention to topics and speakers that you want to hear from, to give you interesting, useful information and add value to our meetings. This organization belongs to you and your input concerning meeting speakers and topics is important, along with any comments and suggestions that you have regarding improvement of the overall operation of our organization. If you have the questionnaire that we passed out at the last meeting, please bring it with you to use as a reference as we plan for the remainder of the year’s meetings.
We’ll also be giving attention to the upcoming State Convention, set for April 14-16, which we will be hosting. We have a limited number of delegates that we are authorized to bring to the Convention, to participate and represent our Chapter. The work of delegates at the Convention will produce results that will impact our Chapter, and more importantly, will impact you. Please let us know if you are interested in serving as a delegate. In addition, please do all that you can to acquire advertising for our Convention booklet, using the forms and instructions set out in last month’s newsletter. The proceeds for these advertisements will help offset Convention expenses, and will help us make this a quality event for attending NARFE members, State-wide.
I want to offer special thanks to our outgoing president, Adolfo Ramirez, and all of the outgoing officers for your selfless time and energy that you gave to make our Chapter the outstanding organization that it is today. The results of your efforts are our Chapter’s legacy. Also, to the recently elected officers, thank you for stepping up to serve. I look forward to joining with you to serve for the good of our Chapter.

Officers Reports: Alzheimer Chair Rose Band stated concurrence of the Treasurer’s report and the Alzheimer Fund.
Federation 1st VP Joe Landry related that a state meeting will be held in Alexandria, LA on February 2nd and 3rd, 2009. Pass on any concerns to him or Mike Bannon prior to the end of January.
President Ramirez encouraged active support of the 2009 Covington Convention by getting ads for the program booklet. Money must be turned in prior to consideration for prizes (noted in a previous newsletter).
Ramirez announced that Mary Miller has resigned as Convention Coordinator and as Chapter 1st VP-elect. Ed Brannan will assume the duties of Convention Coordinator. Volunteers are needed for the 1st VP position which carries two basic duties: contacting speakers suggested by members; presiding at meetings when the President is absent. Please contact Ramirez or Bannon if you can handle this.
Ramirez then made his farewell remarks as President thanking officers, committee people and members for assistance during his two-year tenure. He wished the Chapter and new administration well.
The 50/50 drawing was won by Joe Landry who donated his $12.50 to the Alzheimer Fund. The other $12.50 goes to the Chapter.
In a short installation ceremony conducted by Federation 1st VP Joe Landry, officers for 2009 were sworn in. (Mike Bannon (President), Mack Truslow (2nd VP), Henry Bertrand (Secretary), and Al Ramirez (Treasurer).
Mike Bannon made a speech of acceptance as President and asked for continued support of members.

The outlook for NARFE’s legislative programs in the coming year looks dim. We have been warned that the new congress will be in no mood to give us anything and are more likely to try and take back from wherever they can to help balance the budget. The Federal Employees and Federal Retirees may be in for the fight of our life to hold and maintain our benefits.
National has requested that Chapters should gear up for a massive and speedy response to any adverse legislation that may be introduced in Congress. We can best do this by mobilizing our membership to contact Louisiana Senators and Congressman when an issue arises that has negative impact on NARFE members.
We need to update our Chapter e-mail files. If you have an e-mail address and you are not receiving the Chapter 99 Newsletter via e-mail…Please send us an e-mail message so that information can be sent ASAP. We will also establish a phone-tree system to stay in touch with members. There is nothing in this life that occurs more often than…CHANGE
(Think about it as a trip from birth –crawl-walk-1st grade-sports-high school –college
– begin working – moving up in the organization - getting married – having children – retirement.)
Things change, and so must NARFE, as an organization. Simply put, we cannot hold on to concepts from a bygone era and expect to survive. This may sound dire, but the time for a wake-up call is long overdue.
Technology has literally turned society upside down. How we live and communicate decisions and rethink different from even a quarter century ago. How leisure time is now spent, has had a far reaching impact on organizations like NARFE.
To prospect in this dynamic century, we will have to make some dramatic restructuring decisions and rethink who is NARFE and how can we successfully fit into the 21st Century. These changes fall under what might best be described as a three pronged approach: MEMBERSHIP - LEGISLATION - PROGRAMS
The Louisiana Federation of Chapters will attempt a “first step” forward in this direction at their Board Meeting in Alexandria on February 2-3, 2009. Chapter 99 applauds Bobbie Guillory, the Federation President for this first step in exposing Board Members to several hours of organizational structure and an open forum discussion centered on Federation Responsibilities.

There is no law on the books that protect your pay and benefits. It requires vigilance, dedication, and perseverance to maintain the level that exists today, let alone make advancements. A recent private sector example underscores this point, particularly for retirees. General Motors announced in July that they are ending health care benefits for more than 97,000 retirees as a cost saving. One reporter covering this story commented that there is not an organization that fought for those beneficiaries, so the cut was made without a fight. YOUR MEMBERSHIP IS IMPORTANT
A strong membership is the best way to protect our promised benefits. Here is NARFE’s dues collection system. Two months before the member’s expiration date, the first renewal is mailed. The envelope is clearly marked “First Renewal Notice” and looks like it contains a bill. The Member is encouraged to go on dues withholding as the less expensive alternative. The second notice goes out the month the membership officially expires and is marked “Second Renewal Notice.” If the member still does not respond, a cover wrap will be on the next NARFE magazine that announces “this is your last issue” and is coded for dropped for non-renewal. If there is still no response, the member receives a final notice.
Don’t let this happen to you! Go on dues withholding. That way you don’t have to worry about paying every year. Additionally, the annual cost to you is less, as National saves money on printing and postage, and passes that savings on to you. The amount withheld from your monthly check is only $2.46. Monroe-West Monroe Chapter 290
Health Care Education in Northeast Louisiana
Governor Jindal is placing a lot of emphasis on workforce development. We know that there’s a critical need for health care workers in this area. Delta Community College is gearing up to help answer that need. How that will happen is the program topic for our chapter meeting on Monday, Jan. 12.
Our speaker will be Gail S. Caraway, who for several months has been working with a faculty team to develop a registered nurse curriculum for the college. Mrs. Caraway formerly was supervisor of nurse education for the state colleges and universities of Mississippi.
The meeting will be at the Piccadilly Cafeteria on Louisville Avenue in Monroe, beginning at 11:30 a.m.
From the President — If you read the story in our last newsletter about Legislative Director Dan Adcock’s address at the national convention, you know that many Federal employees and retirees are gravely concerned that the new Congress could target our benefits as a partial solution to the fiscal problems they face. Dan assailed ignorance and apathy among many in the federal community, citing a recent study in which 41 per cent of federal workers were found to believe their retirement benefits cannot be cut. Many seem unaware that in the 80s and early 90s COLAs were cut by $50 billion.
For this reason, our legislative department embarked on a promotional campaign to get the message to federal workers: “Laws can change. So can your retirement.”
Dan also suggested that, because there are so many new members of Congress, NARFE members need to begin educating these new representatives and senators about the issues that are important to us. This will be a significant task in Louisiana, where four of our seven Congressmen are new. With the re-election of Rep. Rodney Alexander, most of us in Chapter 290 have a Congressman who has a clear record of supporting measures that NARFE promotes. Our job, therefore, will be to make sure he’s aware of the bills that have been introduced and of impending action on any issues that we would like for him to be involved in.
So, it will be increasingly important for “grassroots” NARFE members to be vigilant and responsive when we’re asked by the legislative department to take action.
Certainly, we all have our own personal interests at heart with regard to any legislative issue. To me, there is a greater goal: keeping experienced, competent workers in our government. I don’t think that will happen if the benefits they expect and have earned are constantly in jeopardy. I’d say it’s patriotic to want good workers on the job. — Ted Holmes, President

National headquarters reports recent membership renewals by Juanita H. Crockett of West Monroe, Bobbie M. Fory and James W Smith of Monroe, Benny R. O’Bannon of Bernice, and John Bain and Curtis L. Tubbs, both of Ruston. Mary T. Coker and Alyce F. Davis, both of Monroe, have switched to dues withholding, so they will save money and won’t be bothered with mailing in their dues any more. The chapter also received dues for Dorothy Britton, Calhoun; Elwin D. Jones, Jonesboro; and Jane Hawkins, West Monroe, who pay by dues withholding.
Member Death — We have a report that Lucy Webster of Monroe passed away a few weeks ago. We have no details but extend our condolences to her family and friends.
Delegates and Boosters Needed for Convention—The convention of the Louisiana Federation of Chapters will be held April 14-16 at the Holiday Inn in Covington. Chapter 290 is authorized five delegates. Chapter President Ted Holmes will be an ex officio delegate as a member of the federation executive board, so we’ll still be able to send five others. If you would be willing to serve, please contact the president at 651-8397 or at the chapter meeting.
Contributions by boosters from other chapters help the host chapter to meet expenses for the convention. Names of the boosters are printed in the convention program booklet. You can be among these by giving or sending $1.00 to Treasurer Jimmie L. Clay. At our Jan. 12 meeting, we’ll vote on placing an ad in the program booklet, which also gives financial support to the host chapter.
Social Security Fairness Act is Back — Just as we were going to press with this newsletter, the following e-mail arrived from NARFE national headquarters:
Margaret L. Baptiste, president of NARFE, today applauded Representatives Howard Berman (D-CA) and Howard “Buck” McKeon (R-CA) for swiftly introducing legislation in the new 111th Congress to repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP), Social Security laws that unjustly deny federal and other public sector retirees their earned Social Security benefits. The President reiterated NARFE’s long-standing opposition to these provisions . . . and pledged to work closely with Congress to ensure action this session.
Baptiste thanked Representatives Berman and McKeon for introducing H.R. 235, which was immediately cosponsored by a sizable bloc of their House colleagues. She specifically noted the federal community’s continued appreciation for the legislators’ “tireless and steadfast efforts to deliver equity to our nation’s public servants”.

President’s Message: Being a new President there are many new things I have to prepare for, but snow was not on my list. Hope all of you had some fun making snow angels. Here is something for all N. A. R. F. E. Chapter 1397 members to think about. The National Active and Retired Federal Employees, Louisiana Federation of Chapters Convention will be in April. I ask every member of Chapter 1397 to consider attending the convention and perhaps becoming a voting delegate or an alternate for our chapter. COLA:
NARFE members who have been retired for at least a full year and are covered by CSRS will receive a 5.8 percent COLA in January 2009. FERS retirees 62 and older will see a 4.8 percent ADJUSTMENT. On December 16th, the Bureau of Labor Statistics (www.bls.gov/cpi or 202/691-6994) reported November’s CPI-W is 207.296, a decrease of 2.3 percent from October’s 212.182. November’s index is 3.8 percent lower than the 2008 third quarter average base index of 215.5. Lest anyone fear a possible decrease in their annuity as the result of a negative COLA, members should know that the law does not provide a reduction in benefits in the event of deflation over the fiscal year measuring period ending in September 2009.

LEGISLATIVE: OPM announced FEHBP enrollees will have up to January 31, 2009, to make a change in their health, dental and vision coverage. They are taking this extraordinary action in response to concerns over Blue Cross Blue Shield out of network reimbursement that would have enrollees paying a $7,500 co-pay for out -of- network surgeries. To ensure enrollees have an adequate time to evaluate any changes, OPM is allowing employees and retirees to make belated changes through January 2009.
Enrollees who make a belated open season change should be aware the change is effective January 1, 2009, just like regular open season changes. Any medical services rendered after January 1, 2009, should be billed to your new plan, if you made an open season change. Your new health plan identification cards will be mailed to you by the plan within 30 days after they receive your new enrollment change from OPM. In the meantime, if you need to use you new plan and you do not have your new identification card to show your provider, use the enrollment confirmation letter you received either from your agency or OPM. Premium adjustments for open season changes in health insurance, dental and vision coverage will also be effective January 1, 2009. This means that retirees whose belated open season change does not get processed by OPM in time to make the payroll cut off for the February 1, 2009, check; will see their new premiums first deducted from their payments dated March 1, 2009. Any adjustment between the old premium amount and the new premium amount for the two months of January and February will also be included in the March 1, 2009, payment.
