Message from NARFE President Joseph A. Beaudoin
“Primary elections began in Texas on Tuesday. Many congressional districts are competitive only in the primary. I urge NARFE members, especially chapter and federation leaders, to reach out to candidates prior to the primary when they are most willing to say ‘yes’ to a substantial constituency especially likely to vote in an off-year election.”
Beaudoin Lauds and Faults Obama Administration Budget
In a press statement that earned media coverage, NARFE President Beaudoin expressed approval for what was left out of President Obama’s FY15 budget proposal – use of the Chained CPI to calculate cost-of-living adjustments for federally administered retirement programs and higher contributions made by federal employees toward their retirement. Beaudoin also noted the 1 percent pay raise proposal is only half the amount that private-sector wages rose in the past year. It is unlikely the House and Senate will take further action on the President’s budget. House Budget Committee Chair Paul D. Ryan, R-WI, will began crafting his own framework, while his Senate counterpart, Patty Murray, D-WA, has stated her committee will not do a budget for FY15, since funding levels were already agreed to in the budget deal earlier this year.
OPM to Offer Self Plus One, But Not Until 2016
A self plus one coverage option won’t be available in the Federal Employees Health Benefits Program (FEHBP) until 2016, according to the Office of Personnel Management (OPM). More than 250 insurance plans participate in the FEHBP, with the large majority operating only in local areas. Rates and coverage terms are negotiated annually between the insurance carriers and OPM, a process that starts in the spring and ends with an open season each fall for enrollment decisions for the following year.
Hotline and NewsWatch Prompt Member Action to Oppose Senate’s Postal Overhaul
Legislation to overhaul the U.S. Postal Service, S. 1486, now awaits consideration by the full Senate. The bill would severely diminish or authorize the elimination of long-standing employee benefits, including changes to workers’ compensation for federal and postal employees disabled by work-related injuries and illnesses. It also would eliminate the promise of retirement income security for the next generation of postal employees, and includes changes to the Federal Employees Health Benefits Program for postal employees and retirees. President Beaudoin urges each NARFE member to use our Legislative Action Center to send a message to both your senators opposing S. 1486.
Next Recess Begins on Saint Patrick’s Day
Just like spring, another congressional recess is right around the corner! Not needing to be on Capitol Hill, your members of Congress are likely to be in their home districts and states March 17-21. Gather a small group from chapters in your congressional district and make a visit during the week of Saint Patrick’s Day. If you are unable to secure a meeting, drop by your legislator’s office with the most recent copy of narfe magazine and ask for the district director’s business card. NARFE’s legislative staff (email@example.com or 703-838-7760) is eager to provide assistance if you need it. Face-to-face meetings and forums are a huge NARFE advantage only if employed.
Voluntary Separations and Early Retirement
So far this year, only a few agencies have announced plans to offer Voluntary Separation Incentive Pay (VSIP) and Voluntary Early Retirement Authority (VERA). Federal Times is tracking these announcements.
