Helping Federal Employees Plan for Retirement
NARFE has been safeguarding and improving the earned rights and benefits of active and retired federal employees, their spouses and survivors since 1921. Using its wealth of expertise, NARFE offers a nationwide Pre-Retirement Seminar (PRS) Program for federal employees nearing retirement. Through the PRS Program, agency managers can contract with NARFE to present these seminars to their employees, and individual employees also can register for these seminars on their own. How the Program Works
The one-day courses are presented by highly trained and experienced pre-retirement seminar veterans. Seminars can be held at any federal agency or at an off-site location. Seminars for individual federal employees are generally held in hotels or at NARFE Headquarters. Presentations are in a PowerPoint format, and each employee receives a training manual. Spouses of employees are welcome to attend at no additional cost but must share the training manual with the employee spouse. Employees of other agencies are not permitted to attend the contracting agency’s pre-retirement seminar. If an agency sponsors a seminar and empty seating is available, the agency is permitted to invite other agencies to send its employees. The sponsor agency handles the paperwork transfer between the invited agency and the sponsor agency to cover the additional employees.
What Employees Will Learn
Topics include employee rights and responsibilities under the Civil Service Retirement System (CSRS), the Federal Employees Retirement System (FERS), the Federal Employees’ Group Life Insurance (FEGLI) Program, the Federal Employees Health Benefits Program (FEHBP), the Thrift Savings Plan (TSP), the Federal Long Term Care Insurance Program (FLTCIP) and Social Security.
Federal employees who attend the seminar will learn about:
• Eligibility requirements for retirement under CSRS and FERS;
• The steps each employee should take leading up to the date of his or her retirement;
• How CSRS and FERS annuities are computed;
• How civilian and military service is credited for retirement and the rules for paying any necessary deposits and re-deposits;
• Options for electing survivors’ benefits for spouses or former spouses;
• Rules for continuing FEHBP coverage as a retiree and how to assure that spouses can continue coverage as survivor annuitants;
• Rules for continuing FEGLI coverage into retirement and the different opportunities that are available to retirees;
• The coordination of CSRS and FERS benefits with Social Security and other impacts on income;
• Retirees’ options with respect to the TSP; and
• Additional informational resources for federal retirees.
