NARFE Disappointed in Long-Term Care Rate Hikes

April 7, 2016

NARFE is disappointed to learn that rates will increase this year in the Federal Long Term Care Insurance Program (FLTCIP). The Office of Personnel Management (OPM) recently awarded a new, seven-year contract to John Hancock Life and Health Insurance Company to underwrite and administer the program that provides coverage to help pay for the cost of care when an individual needs help with everyday activities or suffers from severe cognitive impairment such as Alzheimer’s disease.

Both the Office of Personnel Management and Long Term Care Partners, a division of John Hancock that administers FLTCIP, have informed NARFE that rates for current enrollees are being finalized but are expected to rise substantially. The rate change will take effect no earlier than fall 2016.

Long Term Care Partners will send every current enrollee a letter prior to the effective date of the premium increases explaining benefit options that could help mitigate the premium increases. At this time, no further details have been provided. When additional information is available, NARFE will provide it to members. In the meantime, NARFE will stay on top of this disappointing development, conferring with both OPM and Long Term Care Partners, as well as members of Congress.
